Budgetary reform: between intention and reality
Cosmin Mălureanu welcomed the Government’s initiative to address the issue of public spending, but highlighted the lack of clear, measurable objectives that would ensure a real and efficient reform of the state apparatus.
“There is a need for more courage in reducing state expenditures and setting clear targets for revenue collection. For the private sector, concrete measures are established, such as doubling the dividend tax, but for the public sector, qualitative objectives predominate, without quantitative indicators for reducing spending or increasing efficiency.”
He pointed out that, although the private sector is targeted by firm fiscal measures, the public sector does not benefit from the same rigor in setting efficiency targets. In his view, budgetary reform must be assumed, with clear and transparent indicators:
“If we want to have a healthy budget, we must commit to clear reductions in public sector salary expenditures and set concrete targets for revenue collection, so that we reach the EU average.”
The impact of fiscal changes on the IT industry
An essential point addressed by Cosmin Mălureanu was the fiscal changes targeting the IT industry, especially the elimination of tax facilities for software sector employees, a measure announced for 2025.
“Eliminating tax facilities for the software sector will have a negative impact on the industry, risking to affect innovation, competitiveness, and even jobs. The IT industry has been a growth engine for Romania’s economy, and any measure that affects its dynamics must be analyzed with maximum responsibility.”
He warned that, in the absence of predictable fiscal policies and an innovation-friendly climate, Romania risks losing the competitiveness gained in recent years on the global technology market.
Education – a strategic pillar for Romania’s development
During the interview, Cosmin Mălureanu advocated for adequate funding of education and for supporting real student performance. He reacted firmly to the idea of cutting excellence scholarships for olympiad students, considering it a strategic mistake:
“Education must remain a priority. Cutting excellence scholarships for olympiad students would be a huge mistake. The scholarship system based on school grades must also be rethought, so as to encourage real performance and genuine involvement.”
The Ascendia CEO emphasized that the scholarship system must be reformed to reward both excellence and the involvement of students in activities relevant to their personal and professional development.

“We need courage and responsibility in administration. Only through concrete and transparent measures can we build a healthy economy and a fair society.”
